User Note: Being Active Duty US Navy it is foreseeable that in the near future that I will be unable to respond and authorize purchases, potentially for months at a time.
Also, being that I am based in Japan, do not expect immediate responses while I am in port.
During these times when I am noted not to be posting, I will allow nations be lent products provided they do not fall under the categories of Authoritarian or Tyrannical. Nations may "rent" no more than two of each ship type, two hundred of each aircraft and land vehicle, and five thousand of each firearm, as a "testing period" until purchase can be authorized, which will be for a 5% discount for items which were being tested.

At Halcyon Arms, our goal is to provide quality products - not flashy, not showy, not pretty, but quality. If it looks good, that's just the cherry-on-top. From first pen on paper to last stroke of preservative paint, our technicians know that lives are on the line, and most started their career with their lives dependent Halcyon products on the front lines. Halcyon strives for quality; reliability, longevity, and high performance are constantly pushed to the limits, perfection as a constant goal. As such, mass orders may take time to be delivered, but the result product is one soldiers can rely on to save their lives, from ever ejection seat down to every last bullet. Halcyon Technicians take pride in that, globally, they can save lives with the turn of a wrench.

Ceiling: 30,000ft

Designed for low-level flight, most less than 50 feet from the surface of the water, the Kraken, being a biplane design for the additional lift, fuel efficiency and maneuverability, is meant as a Wing In Ground Effect Vehicle. At maximum load, the F/AS-26 cannot rise above 150ft in altitude. Foregoing some of it's payload, it can operate as a ground-attack aircraft or a fighter.
It's primary goal is to support fleet operations and assault enemy naval vessels.
The Kraken is meant to be launched by being lifted by crane into the water, where it performs a waterborne takeoff. It can, however, perform takeoffs and landings from flightdecks of carriers in various sea conditions.

As a flarecraft, the Kraken can, while in Wing In Ground Effect status, hold a payload that is considerably more enormous and heavy than that of other aircraft. As a result, it is suitable for holding large anti-ship missiles, which it launches dorsally.
While low to the water, utilizing flaps to help with low-altitude lift and control as well as using it's vectored thrust capabilities, the Kraken can "walk" on water and lower a pair of probes into the water, allowing it to use Active and Passive sonar, primarily in the forward direction, to hunt for subsurface targets, which it can then kill via torpedoes. During this process, extensive use of altitude-limiting software is utilized.
The Kraken can also perform anti-submarine warfare duties while floating in the water and with assistance from ASW helos.

Crew: 3 (Pilot/Gunner-EW/Crew Chief)
Deployment: 24 Soldiers
Other Notes: 2 Bottom opening Rappel-doors

Designed to replace other utility helicopters, the surprisingly stable Dragon dwarfs most other helicopters, mainly in girth. It can even handle small vehicles in it's bay, provided the seating is removed or folded up. Needless to say, when supporting or transporting troops for ground combat missions, it makes an easy target. This aspect was sighted early on, and to counter RPG and other shoulder-mounted Anti-Air fire, it supports an enhanced TROPHY system, able to counter anything that might fire at it from the sides or below, though the top is still somewhat vulnerable from closer distances.
It maintains enough personal weaponry within it's bays to clear out any SAM or Anti-Air sites on it's initial entry, as well as having it's 25mm chain gun for any enemy personnel that might stand in it's way, which is able to track nearly as fast as the gunner can move his head to target with it.
With the advent of improved digital systems relieving much of the load of the operators, the gunner and crew chief both act as Electronic Warfare specialists as well, able to defend against enemy vehicles and SAMs.

For carrier operations, the AUV-50 Dragon can also maintain a good deal of the carrier's necessary Carrier On-Board Delivery Operators, though it's range is not as extensive as previous aircraft; new models are in the works for the UV-50B, which will cover such needs, as well as Midair Refueling, and an EV-50B, which will cover Midair Refueling and AWACS needs.

F/A-52 Shrike

Unit Cost: $92mil NSD
DPR: $201bil NSD
Stealth Fighter/Attack Aircraft, Short Take Off/Landing
Length: 69 ft
Wingspan: 37.8 ft
Height: 14.5 ft
Armament: (1) 20mm Cannon
(1) Bay (8 hardpoints per bay)
(2) Intake Bays (2 hardpoints)

Radar Range: (Fore) 220 mi

Loaded Weight: 70,000 lbs
Max Takeoff Weight: 88,000 lbs
Powerplant: (2) General Electric/Rolls Royce F137 (48,000 lbs w/ afterburner)
Max Speed: Mach 2.9
Range: 2,800 mi
Combat Range: 1,200 mi
Max g: 9.6+
Ceiling: 64,000ft

The Shrike was designed to be the leading edge of the new-age cutting-edge fighters. Stealth, vectored thrust, heavy firepower, enhanced communication, and range. The Shrike was designed to give it all without a sweat.
Able to operate as a "swarm," each fighter transmitting it's own data to the others via UHF, such that an entire squadron can operated, albeit with limitations, without an AWACS.

Each fighter is designed to, as well, work in coordination with a UCAV; the Weapon Systems Officer also works to control the UCAV, automation giving him and the pilot more than enough control of their own aircraft.

As for stealth, the F/A-53 utilizes the lessons learned from multitudes of other aircraft. The tail fins disperse the heat plumes from the engines, which is already shielded by the fuselage of the aircraft from the ground to prevent SAMs from getting a fix on the fighter.
Using fly-by-wire, the fighter is most superb at vertically oriented maneuvers, with it's wing's control surfaces being in-line with the engines, as well as being located behind the center of gravity.

Max Speed: Mach 2.7
Range: 2,600 mi
Combat Range: 1,100 mi
Max g: 13.6+
Ceiling: 64,000ft

The Thorn was started as a individual fighter program, but when the F/A-52 Shrike was in it's final stages, both program owners realizes that the WSO of the Shrike was not fully tasked, with the pilot being capable of far almost every function of the fighter itself. Along with the "swarm" capabilities of both fighters, allowing for maximum tight-band, encrypted communications and data-link between their fellow aircraft, they realized that the Shrike's WSO could easily control the Thorn, so certain adjustments were made.

The Thorn can act as it's own individual air power as originally designed, however, often works as a supplement to the F/A-52 in combat, allowing for a fighter pilot to coordinate as best as possible with his own wingman - who is sitting right behind him. The Thorn takes the brunt of the combat, allowing for the F/A-52 to make the final kill, with the more maneuverable QFA-56 to risk itself instead.

Order Receipt
From: Halcyon Arms Logistics Department
To: Abacathean Military Purchasing Department

To whom it may concern,

We have received your order.

(2) Citadel-Class Supercarriers
Subtotal Cost:
$10.2Billion
(10,200,000,000)

As we hope you will understand, due to the recent influx of orders for our Citadel-class carriers, we do not presently have any on our "Ready-to-Deliver" status, though, we did recently launch several hulls. Due to the nature of their nuclear plants, however, this should represent a non-issue. We require that your nuclear technicians study under ours/the Pharthan Navies at their training commands for a cycle, as your nation presently does not possess any of our A3H Cores on which to train. We will, however, make an effort to not delay the delivery; the Pharthan Navy is prepared to send several hundred sailors on TAD (Temporarily Assigned Duty) with your Navy to allow usage of these carriers while ensuring utmost reactor-plant-safety. The Halcyon Arms and Pharthan Navy Nuclear Technicians have the highest rated Nuclear Safety Record in the region, with zero Reactor Accidents and a minimal number of Nuclear Incidents.

We can, for an additional $1.2 Bil, send you both an A3H Core and a pair of Training Platforms on which to train your future sailors. Otherwise, we have sufficient room at our training commands to accomodate a Cross-Training program between our nations for the continued staffing of your reactor plants.

Halycon Arms:

Regarding our previous order, we wish to no longer pursue this avenue. His Lordship has decreed that as much as we would like to have carriers in our fleet, nuclear anything, is not something to which he desires.

What we do wish though, is a quotation for 50 of everything in your auxillaries section (bar the liferafts).

Please quote accordingly.

((OOC: This is going to require a bit more OOC discussion than usual. I don't have the time to design all those, though we theoretically could supply them; Halcyon Shipyards has more than the capabilities to deliver such an order.
Problem is, I don't have the capability to supply my own designs for one. Personally I'd say go with the Legacy class for the sub you want, since it's incredible versatile and gives you a wider range of possibility, and it is designed for littoral ops. Though it's considerably nuclear, though - and take it from someone who works on reactor safety for a living - it's about as safe as you get. Oh, your primary coolant is leaking? (Which on most reactors is the worst day you can ever have, as in, Chernobyl bad) No problem. Fixes itself. No welding required.
The CIWS bit is no problem at all.

As for Seaplane Tender, I'd again just suggest the Citadel class carrier, since it does have internal, horizontal-travel cranes that can carry aircraft from the hangar bay to the water inbetween the outrigger and main hull, which the Kraken Flarecraft utilizes.)

Lady Giada Quattrocchi,

The following costs are as such:
(288) Mk 48 CBASS Torpedoes - $1.094 Billion
(288) UGM-86L Harpoon Block II - $346 Million
(160) UGM-109E - $232 Million
(360) Mk 60 CAPTOR Mines - $1 Billion
(648) Mk 67 SLMM - $1.2 Billion
(4) Halcyon-class Block II - $10.4 Billion
Total: $14.272 Billion

Beyond that, each sailor we train will cost approximately $500,000, to include officers. We can have your weapons delivered within the week, however, it will take quite some time to train your sailors on the use of the Halcyon-class.

Thank you for your purchase,

TO: Lady Giada Quattrocchi, Minister of Defense
FM: Tyler Jacobs, Halcyon Arms Logisitics

Unfortunately, we cannot quite meet your request as you require, however, will do what we can to make things go as smoothly as possible:

  • Our facilities can train six-hundred (approx), save for the nuclear personnel, within a matter of two months on a rotational basis, adding another six-hundred every two weeks, so that by the time the first six hundred are trained there will be a full 1,200 going through our training pipelines. All officers and nuclear personnel must attend our nuclear training schools.
  • The Nuclear training schools will be considerably more rigorous. We will screen your sailors for competency to ensure little money or time is wasted on the part of both parties. Those well trained in the nuclear field may require as little as 6 months. Those who have no experience may not be properly trained for two years (though Pharthan has records of the well educated and extremely apt, rare individuals can complete the entire training course from having no nuclear experience in as little as one year). We can accommodate all nuclear operators immediately. Typical attrition rate is 50%.
  • The Halcyon-class Block II subs, not frequently purchased, presently have to start up their reactors and finish a small maintenance period. We estimate ten days for the delivery of the submarines. Unfortunately your nuclear operators will not be competent by this point in time, so Halcyon Arms and Pharthan will allow our operators to join the subs under your command for training purposes only. Keep in mind that these operators have practical "override authority," as they can immediately stop all power from being generated. The submarines are not to enter unwelcome waters or armed conflict until they are entirely under Alunyan control.
  • If you are at all considering purchase of any of our other vessels we can begin training your sailors to cut down on the delivery-and-control time. (we recommend the Templar-class destroyer) (LINK)

  • The weapon prices will be fixed as requested. Those able to be mounted on the Halcyon submarines may be, if you request, to cut deliver costs. We will waive shipping costs provided that our aircraft making the delivery will receive a (free) full tank of gas upon arrival, considering the size of the order. Most of these will be able to be delivered long before you have use of the submarines.
  • We do supply non-nuclear patrol vessels if you require them.
We hope this satisfies your concerns,
V/R
