Interregional Legislature Discussion Empty Interregional Legislature Discussion

This topic is for the discussion of the interregional legislature.

I believe the interregional legislature should be bicameral, having two houses. Similarly to the US government, the lower house would have proportional representation and the upper house would have equal.

For the lower house, for which I propose the name "General Convention," this is my idea:
--Each region will elect 5% of its population (rounded to the nearest odd number) to office.
--The GC will be responsible for proposing laws, amendments or treaties, debating them, and initially voting on them. (is the GC passes something, it will go to the president, then the upper house)
--The GC will have the ability to override vetoes
--The Chairman of the GC will count votes, and will be appointed by the Vice-President.

For the upper house, for which I propose the name "Federal Caucus," this is my idea:
--Each region will have 4 representatives in the Federal Caucus
--The FC will be responsible for enforcing or disbanding orders, recalling (firing) interregional officials, acting as a court (if 15% of a region signs a petition/posts complaint toward a particular bill, the FC will vote to decide whether the bill is constitutional or not), and approving bills immediately before they go into effect.
--The VP will count votes for the Federal Caucus.

For vote percentages, this is what I suggest:
-->50% to declare a bill constitutional/unconstitutional (this is ONLY in the event of 15% of a region signing a formal complaint)
--60% to pass/repeal a law or treaty (an agreement with another region/organization not involving joining the interregional union)
--65% to disband/enforce an order that was complained about
--70% to amend the interregional constitution when one is written
--75% to recall an official
--80% to override a veto
--85% to allow another region to join the interregional union
--90% to override a presidential rejection of a region's request to join the interregional union

This is the basic process for how things will work:
--For a law or repeal: The law or repeal is proposed by/presented to the GC and is debated. Once a vote is taken, if the bill passes, it is passed to the president. If the president vetoes the bill, it is sent back to the GC. If the GC overrides the veto or the president approves the bill, it moves to the FC. The FC will vote to approve of it or not.
--For a treaty: The foreign minister negotiates with a foreign region to reach some sort of agreement that does not involve the region joining the interregional union. Once the treaty is completed, the minister presents it to the GC. From there, the process is completed the same as with a law.
--For an amendment: The same process as laws will be used for amendments, only the percentage rate is higher.
--For disbanding/enforcing an order: An official complains to the FC about an unfair order. The FC votes to either uphold the order or disband it. The FC's decision is final.
--For recalling an official: Someone in the FC proposes the disbanding of an official. The FC votes to either toss or keep the official.
--For declaring a law constitutional or not: After an interregional law is passed, 15% of people in one of the member regions signs a petition or other formal complaint against the bill. If 15% is reached, the goal of the petition is presented to the FC, which votes to declare the given bill constitutional or unconstitutional (if ruled unconstitutional, the bill is automatically repealed and nullified).
--For a region's request to join the interregional union: A region speaks with the foreign minister about joining the interregional union. After any negotiations are completed, the request is presented to the GC. If it passes the GC, it will be approved or rejected by the president. If the president rejects it, the GC will vote to override the rejection. If the rejection is overridden or the president accepts the request, it moves to the FC. If the FC passes it, the region is officially recognized as a member of the interregional union, and will receive the same rights and work the same way (with regard to the interregional government) as the original regions.
